Alternative to improved status
It is very interesting to read the debates over the immigration bill that Mr. Kilili is supporting that will eventually make all foreign workers in the CNMI become U.S. citizens. I have a solution but it not easy because some leaders will have to bite their feet and swallow back spitted saliva. The Saipan Chamber of Commerce, Gov. Inos, Mr. Kilili, and the 12,000 foreign laborers all say that we need 12,000 foreign workers to help the economy. I think they are right and this can be done without the 12,000 workers becoming U.S. citizens or permanent residents. My solution is for our government to ask the U.S. Department of Labor to extend the CW’s to get work visas or whatever permit is needed to have them live and work in the CNMI for the next four or five years until the CNMI workforce can be developed to the point of replacing the foreign laborers on a gradual basis. No improved status whatsoever. Because to do otherwise will forever transfer 12,000 and more jobs in the future to foreign laborers and 12,000 jobs lost to the CNMI people and other U.S. citizens. If the government takes this approach no one gets offended but everybody wins.
