Cabrera getting accustomed as BECQ administrator

The Bureau of Environmental and Coastal Quality finally has a permanent administrator after the resignation of long-time administrator Frank Rabauliman.

Former Parks and Recreation director Eliceo Cabrera has been the bureau’s acting administrator since October. He was officially appointed the permanent administrator replacing Rabauliman after his retirement last September.

According to Cabrera, a former House speaker, he will do his best to ensure that the bureau is well taken cared of under his leadership.

Since returning from his trip from China with Lt. Gov. Victor B. Hocog and a couple of other government agency heads, Cabrera said he has been tending to many projects while also getting accustomed to his new position.

“I am still not very familiar with this office even if I have been with the government for over 20 years, but there’s a lot of things to be done and a lot to learn,” he said.

He said his new position is completely different from his role at Parks and Recreations and from his role in the Legislature.

According to Cabrera, now that he has been officially appointed administrator, he will do his best to fully understand each of the divisions that are currently under the bureau’s jurisdiction and will do his best to make improvements if needed.

Division of Environment Quality director Ray Masga said he feels confident about Cabrera becoming the new administrator. “I feel really good about it,” he said.

Masga also said that Cabrera is an easy person to work with and gets along with because of his open-mindedness.

“I think he’s very open-minded with the issues that we have and I think that he is giving us the opportunity to continue all our programs,” Masga said.

Cabrera is currently in the process of gaining all the information he needs in order to run the bureau and, according to him, he is ready to take on the challenges that comes with his new position.
