Man pleads guilty to selling ‘ice’ in Garapan

A man indicted in federal court for allegedly selling methamphetamine or “ice” on Saipan has pleaded.

Xi Rong Chen, also known as Loa Biao, pleaded guilty last Wednesday to distribution of a controlled substance as part of a plea deal.

Chen, a Chinese national, admitted that he sold “ice” to an individual working as a confidential source for the Drug Enforcement Administration on Aug. 19, 2014.

Attorney George Hasselback is counsel for Chen. Assistant U.S. attorney Garth Backe represented the U.S. government.

Chen will be sentenced on May 3, 2017, at 9am.

U.S. District Court for the NMI Chief Judge Ramona V. Manglona vacated the jury trial set for Feb. 22, 2017.

After the hearing, Chen was remanded into the custody of the U.S. Marshal.
