OBITUARIES

Bishop Emeritus Tomas A. Camacho
Bishop Camacho, the first to lead the Roman Catholic Diocese of Chalan Kanoa, died on March 5 this year. He was appointed by the late Pope John Paul II in 1985 and had served the diocese for 25 years until his retirement on April 26, 2010.

Camacho was laid to rest on March 13.
 
Richard B. Seman
Seman died on April 4. He was the head of the Department of Lands and Natural Resources before his passing. He was also a former lawmaker, serving as one of the six representatives of Precinct 1 in the 18th Legislature, aside from being a director of the Division of Fish and Wildlife.

Seman was the DLNR chief from 2004 to 2006 during the term of former governor Juan N. Babauta and was again appointed in January 2015 until his death.
 
Former governor Pedro P. Tenorio
Tenorio served as the CNMI’s second and fifth governor, being in office for a combined 12 years. He was in office from 1982 to 1990 and again served as the Commonwealth’s chief executive from 1998 to 2002.
He previously served as a member of the Congress of Micronesia during the Trust Territory years and was elected senator in the 1st and 2nd CNMI Legislatures before winning the governor post in 1982.
 
Oscar C. Rasa
Rasa was the inaugural House speaker of the 1st Legislature after serving as a senator in the 5th Marianas District Legislature in the Congress of Micronesia. He was also among those elected to the first CNMI Constitutional Convention and served as chief of the professional staff for two Legislatures.

He was also a member of the Congress of Micronesia Joint Committee on Future Political Status for Micronesia while also holding a lifetime instructor credentials in Government, Theory and Practice (local and international), and Public Services and Administration, and lifetime college administrator credentials to be chief college administrative officer for any community college in California.
 
Gil San Nicolas
San Nicolas died on Nov. 18 in his home in Tanapag due to cardiac arrest. He was the Department of Labor’s Division of Labor Enforcement director at the time of his death aside from serving as the secretary during the term of former governor Benigno R. Fitial.

He served as the local Labor department’s acting secretary after Gov. Ralph DLG Torres accepted the resignation of then-head Edith Deleon Guerrero. He went back to being DLE’s director following the appointment of Vicky Benavente as department head.
