‘Police officer Dixon Kwon back on regular duty’

A police officer who crashed his car while allegedly intoxicated, resulting in serious injuries sustained by his girlfriend, is no longer on restricted duty.

According to Department of Public Safety Commissioner Robert Guerrero yesterday, Dixon Kwon is back on regular duty.

“He’s already gone through the administrative process,” he said. Guerrero did not elaborate.

Saipan Tribune inquired about Kwon’s status with DPS after some residents saw Kwon driving a marked police car and questioned that.

Superior Court records obtained by Saipan Tribune yesterday showed that a police officer cited the 22-year-old Kwon with reckless driving, driving while under the influence of alcohol, driving on the opposite highway lane, and causing an accident.

At his arraignment last Sept. 17, Kwon appeared in court without a counsel. Assistant attorney general Jonathan Wilberscheid appeared for the government.

Associate Judge Wesley Bogdan, however, dismissed the case without prejudice as no original traffic citation was filed with the court.

Dismissed without prejudice means the government may re-file the case in the future.

The traffic citation was issued against Kwon last July 23 at 1:01am.

Acting police spokesman Lt. Jason Tarkong told the media in July that police received a call last July 22 at 10:45pm a car crash in Koblerville.

Tarkong said that Kwon was driving his Nissan car when the vehicle ran off the road on As Gonno Highway and hit a tree near the Coral Ocean Point Golf Resort. When officers arrived, Tarkong said, Kwon was not at the scene but the injured female passenger was there. Kwon was later found walking near the area, apparently to get help.

  1. This is totally unacceptable. So that means every cop who come to assist another cop will cover up for their action especially if it’s a family member.. BULLSHIT.. He should be punished like everybody else who break law and NOW HE’S ABOVE THE LAW…

    1. Very true, why only administrative? This is a criminal act. What process is that? AG’s Office should summon all Officers involved in this process and see what happened to Dixon Kwon’s DUI Packet that some how disappeared and didn’t make it to AG’s Office and those that made the packet disappeared be charged with evidence tampering. Dixon should resigned as he will never get the same level of respect from the community.

  2. This is ridiculous. No wonder why the people are committing crimes. Because, if it’s one of their own men, they don’t care but to put it under the bus. This would send a strong message to other people that it’s OK to crash your car resulting in injuries. I don’t have trust with DPS or the local court. Let’s move this case to the Federal court. He won’t have any chance, but deal with the consequences.

  3. So, if you are a cop in the CNMI,you can break the law, wreck your car, injure your girlfriend, and go right back to work….nice…
