Public urged to report illegal dumping, littering
The Bureau of Environmental and Coastal Quality is encouraging the public to report any and all illegal dumping.
The bureau said that investigations must be conducted in order to determine the responsible parties so that appropriate enforcement actions can be taken.
Pursuant to Public Law 19–53, as amended, the Litter Control Apprehending Officer trainings are being conducted for new and existing Litter Control Officers for the following agencies: BECQ, Department of Public Safety, Department of Public Health, Department of Lands and Natural Resources, Department of Public Lands, Department of Public Works, CNMI Zoning Office, and Office of the Mayor.
The purpose of the amendments is to encourage enforcement of the Litter Control Act by increasing the range of penalties, and other purposes. Any person found to have committed littering, an infraction, shall be punished by a fine of not less than $25 and not more than $5,000.
The upcoming Litter Control Apprehending Officer training will be held on Tinian on Nov. 10, 2016. Training will be conducted on Saipan; date and time will be announced. It is a basket case reporting violation of littering to BECQ. It has been reported so many times by so many concerned citizens yet doesn’t give a damn about it. Shall we say, it is a waste of time and effort reporting littering violation, right? Nice public announcement that’s about it period.

I couldn’t agree with you more! I’ve seen and heard several reports tossed to BECQ but no action. Now they are coming up with a litter control training. The transfer station is now charging residential wastes being hauled over to lower base, gear up for more garbage dumping around the island. No public notification nor public hearings. They just tell you at the window of the transfer station check-point. This started October 2016. They just love killing the little man!
Haha, BECQ even has a “Litter Enforcement” truck that drives around all day and tickets nobody. Great PR!

Soooo, are all the people being trained going to be able to issue tickets? It seems strange that a Zoning Official, Public Health officer, or Public Works employee would be giving out tickets and fining people. I mean, I’m all for it, but is that actually what’s going to happen? If the journalist could clarify this, I would appreciate it.
Such as is a “press release” just shows the un-intelligence of the agency.
I have neighbors who throw there trash accross from there houses. What they can not burn, which is also illegal without a permit, the mayor’s office periodically picks up. All these people who are charged with ‘enforcing’ the rules need to remove the blinders and do their the job they are paid for.
