NMPASI’s CAP: Empowering disabilities for NDEAM

The Northern Marianas Protection & Advocacy Systems, Inc. is the state-designated protection and advocacy system whose mission is to protect the civil, legal, and human rights of individuals with disabilities in the CNMI. At NMPASI, there is a program called the Client Assistance Program that plays a pivotal role in empowering individuals with disabilities to overcome employment challenges. As we celebrate National Disability Employment Awareness Month, CAP’s impact on fostering inclusion and raising awareness cannot be overstated.

The Client Assistance Program is dedicated to advocating for the rights of people with disabilities, providing guidance on complex legal matters, accommodation issues, and discrimination in regard to receiving rehabilitation services. One essential aspect of CAP’s role is to act as a bridge between individuals with disabilities and the CNMI Office of Vocational Rehabilitation. In this capacity, CAP ensures that OVR is fulfilling its mission and obligations effectively for our shared client(s). This is not a critique of OVR but rather a testament to the importance of accountability and due process in service delivery.

For consumers and clients, as well as initial applicants of OVR, CAP serves as a resource for further clarification and guidance. It enables clients to file grievances, should the need arise, and seeks resolutions that are fair and just. Additionally, if an applicant has been denied OVR services, they may seek assistance with NMPASI through the CAP to ensure that the closure or denial is justified. It’s important to emphasize that these measures are not intended as criticism but as mechanisms to ensure that the services provided by OVR align with the best interests of individuals with disabilities.

Clients who may not agree with OVR’s decisions or are unsatisfied with OVR services can find a supportive partner through CAP. CAP’s role in these instances is to mediate and advocate, aiming for outcomes that are both favorable to the clients and compliant with applicable laws and regulations. The goal is to enhance the quality and effectiveness of services without diminishing the commendable efforts of OVR.

The relationship between NMPASI’s Client Assistance Program and the CNMI Office of Vocational Rehabilitation is a powerful force in breaking down barriers, fostering inclusion, and promoting equality in the workforce. As we celebrate NDEAM, this relationship serves as a testament to the shared commitment of both organizations to create a future where everyone can contribute their unique talents and skills to the workforce. It embodies the true spirit of NDEAM, reminding us that together, we can build a more inclusive and equitable world for individuals with disabilities while recognizing the importance of checks and balances in the service delivery process.
