KONFITMA 2024 full-scale 24-hour exercise
The CNMI Office of Homeland Security and Emergency Management is pleased to announce the upcoming KONFITMA 2024 exercise on Chemical, Biological, Radiological, Nuclear, and Explosive will be conducted.
This is a full-scale 24-hour exercise conducted by the Guam National Guard’s 94th Civil Support Team and the Wisconsin National Guard’s 54th Civil Support Team on Sept. 3 and 4 on Saipan.
KONFITMA 2024 exercise is designed for the readiness and responsiveness of the 94th CST and the 54th CST in dealing with potential CBRNE threats. The event will simulate realistic scenarios that test the team’s capabilities in detection, decontamination, medical response, and coordination with emergency services from the local, state, and federal levels.
The 94th Civil Support Team is a specialized unit of the Guam National Guard focused on responding to chemical, biological, radiological, nuclear, and explosives incidents. The team is equipped with advanced technology and trained to provide expert support to civil authorities during emergencies, ensuring the safety and security of the public.

Participants: Guam National Guard 94th WMD-CST, Wisconsin National Guard 54TH WMD-CST, CNMI Homeland Security and Emergency Management, Department of Fire and Emergency Services, Department of Public Safety, Commonwealth Ports Authority, Customs and Biosecurity, Commonwealth Utilities Corporation, Commonwealth Healthcare Corporation, Public School System, CNMI Judiciary Marshalls, Bureau of Environmental Coastal Quality, Department of Public Works, and Department of Community and Cultural Affairs
The exercise will include a series of challenging scenarios such as simulated hazardous material releases, mass casualty incidents, and other complex emergencies that require swift and coordinated responses. These drills are essential for maintaining the high level of preparedness necessary to protect our community from potential CBRNE threats.
CNMI Homeland Security and Emergency Management special assistant Franklin Babauta said, “These exercises improve our relationship with Guam National Guard members and our community’s first responders to understand each other and build on teamwork for future support or to respond to any incidents that we exercise.”
The CNMI Homeland Security and Emergency Management is dedicated to the safety and security of the CNMI community. The public is advised of the increased emergency responder activity on the island during the exercise. These activities are part of the training and should not be a cause for concern.
