‘Shelve HB 16-96’
We support the recommendations of the 16th Legislature’s JGO committee report to shelve House Bill 16-96, which seeks the creation of a new Immigration category of “Resident Foreign Nationals.” Taotao Tano argued this matter back in August 2007 in the first congressional field hearing concerning federal control of our immigration system. Foreign guest workers have been misled and promised improved immigration status by Wendy Doromal, Dekada, Stephen Woodruff, Jerry Custodio, Rep. Tina Sablan, Rep. Heinz Hofschneider, Rep. Edward Salas and Rep. Victor Hocog but they completely ignored homeland security issues.
We do sympathize and recognize the many contributions foreign nationals contributed to the CNMI but they fail to understand and accept that the federal immigration legislation itself is an improved status and if you are here legally and a skilled worker then you should not have a problem going through the federal administrative process.
We firmly believe that House Bill 16-96 is a waste of taxpayer’s time and money and it should not proceed any further.
