Louise Villagomez celebrated her 16th birthday on Jan. 14, 2009, with a grand bash at the Hibiscus Hall of the Fiesta Resort and Spa Saipan, complete with a cotillon, candle girls and candle boys, and a toast befitting the season’s debutante.
