Blanco hopes CNM driver’s license exchange bill also garners support
Rep. Ivan A. Blanco (R-Saipan) hopes his bill, the CNMI version of a Guam legislation that allows eligible Commonwealth residents to use their driver’s licenses in Guam, garners similar support.
Guam two weeks ago enacted Guam Bill 123-34, which extends non-commercial driver’s license reciprocity to residents from the CNMI, given that proof of U.S. citizenship be provided and that their licenses are valid for at least one year.
“I’m really glad [Guam] Sen. Wil Castro took the initiative to push for this generous bill,” said Blanco. He added that the Guam bill, now law, means that CNMI students attending Guam schools could take advantage of the opportunity.
“This includes interisland business owners, medical referral patients/caretakers, and so on,” said Blanco.
The CNMI version has yet to be acted on.
According to Blanco, he is expecting similar support for the bill, which likewise allows Guam residents who are U.S. citizens to use their driver’s licenses in the CNMI.
“The bill has been placed on the calendar for floor action. This is the last hurdle in moving bills so I am grateful to all the members for their support throughout its introduction and committee deliberations,” he said, adding that House Speaker Ralph Demapan (R-Saipan) has yet to call for a session.
“I look forward for it to be entertained in the next session,” said Blanco.
Currently, CNMI law only allows a 30-day validity period for individuals holding non-CNMI driver’s licenses. Beyond 30 days, they would have to apply for a driver’s license valid in the CNMI.
The CNMI should get it’s commercial licenses in line with DOT so that we can use our CNMI commercial license in Guam on an extended stay or in line with any work or other contract as required..
The US standard is that any state CDL (Commercial drivers license) license can be used in any states (and Guam) when we go on a project. This was set op many years ago so that all of these license could be “pulled up” on one central computer as in the US mainland, some of the heavy truck driver had tickets or revocations and would go to another state and get another commercial license.
The testing and driving test were all standardized according to DOT regs (Dept of Trans).along with drug and alcohol testing.
What a waste of space.
