Decomposed body found

The decomposing body of a 37-year-old man was found on the ground outside his home on Mt. Tapochau on Capital Hill last Friday afternoon.

Department of Public Safety’s acting spokesman Lt. Jason Tarkong said yesterday that the victim’s body was brought to the Commonwealth Health Center’s morgue for further investigative and preservative purposes.

“This case is pending further investigation,” said Tarkong. He did not release the victim’s name.

Saipan Tribune sources identified the victim as Allan James Boyer Dela Cruz, a son of former Veterans Affairs director Bernie Dela Cruz.

Sources said the victim was staying alone in the house; his parents are currently in the U.S. mainland.

Tarkong said that police responded on Friday at 2:14pm, to a report about a dead person at a house on Mt. Tapochau.

Tarkong said police met at the scene the witnesses who found the decomposed body. Police detectives were them summoned.

Preliminary investigation revealed that the victim was found lying on the ground outside the residence.

The body was already in the late stage of decomposition.

Tarkong said witnesses attempted the past few days to contact the victim, but he did not reply.

Tarkong said witnesses finally decided to check the victim at his residence, and discovered the decomposing body.

Dela Cruz appeared to have a police record. He was arrested last March for domestic violence for allegedly beating his girlfriend on Texas Road in Susupe.

  1. I wonder how long it will take to call the forensic expert from Guam on this one, watch it will be fast unlike the last time due to the family.

  2. CORRECTION:

Bernadita Dela Cruz was never a director – she was an Acting Director.

As for the case back in March regarding Allan, the CHARGES WERE DROPPED.

    Thanks,
    Ciara Boyer Dela Cruz

  3. Hey Ferdie! Was that last paragraph really necessary? You failed to mention that those charges were dropped because it didn’t happen and that person is a liar. I am beyond myself. We are trying to mourn the loss of a selfless, giving, loving person and you had to put your two cents of impertinent information on there. Let him Rest In Peace. We’ve all been through enough!

  4. I hope DPS investigates the ex-girlfriend. She’s crazy, manipulative and a liar. She lied and that’s why he has a police record! Saipan tribune, how was that last sentence even pertinent. Should’ve ended… “If you have any information, please contact DPS.”

  5. Allan was a good friend and his sudden loss is being felt by many. This “news” article is completely insensitive to his grieving family and friends. The author should ask himself how he would feel reading something like this about his loved one. Shame on you.

  6. This article is insensitive, inaccurate and Ferdie please issue an apology to the family for your unnecessary comment about a police record that was not related to my cousins death. My family have lost a dear, sweet and loving man. They lost a son, brother, cousin, nephew and grandson. Instead of ending a story with (should you have any information) you end your story with that? What are you implying???

And for everyone reading this and spreading rumors on your thoughts of why or how he passed? You need to be investigated, go to the police now or shut your mouth and stop spreading unnecessary stories! Enough already! Leave my family alone and let them grieve for Allan and let Allan Rest in Peace.

  7. I read this article and could not help but feel outraged and disappointed! This is someones’s son, brother, uncle, cousin, and best friend to MANY! Allan is educated and has moved back to the CNMI to share his talents to reputable companies, he has been active in the community and contributes to charities! This article loosely mentions his name and tags his family members, therefore, when anyone googles them, this is the information that will appear, when this should be treated as an open investigation as there are NO FACTS as to the cause of death yet. Many of us who have known Allen for years and grew up knowing him as a SWEET, CARING, And HONEST to the point where even if he knows it will make himself vulnerable, he gives only the facts–are all outraged with this article printing FALSE INFORMATION. The charges made on him were dropped as of this summer. He diligently reported to every court date despite the defamation of character put upon him. He fought for false accusations made upon him to show the truth and that is why I am writing in HIS BEHALF, because he is no longer here to do that for himself! “PLEASE HELP SOLVE THIS CASE!”, “LOCAL CITIZEN FOUND, NO INFORMATION YET, PLEASE COME FORTH”, “BELOVED SON AND BROTHER IS MISSED” Should have been the headline on your front page! Make awareness in the CNMI about the many UNSOLVED cases to our family members and best friends! I am fully aware that the media often times highlights negative points, but it is extremely disappointing to see that from my own island about it’s own local active member–about my LOVING DEAR FRIEND! Though an apology will not take back what you have already written and planted in the minds of closed minded readers and will not bring Allan back, PLEASE ISSUE ONE! Allan does not deserve this. He is loved and he is missed! REST IN PEACE ALLAN! WE LOVE YOU!

    1. Absolutely, I think the reporter issuing a published apology would prove professionalism as well as some form of dignity.
