In executing search warrants Thursday last week, agents of the Federal Bureau of Investigation looked for the following:

– All documents, records, and property (whether in the form of printed documents or stored in electronic or digital form) that constitute evidence of violations of 18 U.S.C. §§ 1343, 1346, 1349, 1956 and/or 52 U.S.C. § 30121 by Ralph Torres, Vincent Torres, Victorino Torres, Joaquin Torres, Alfred Chi-Yam Yue or Ron Li Anderson, including cash and items of significant value (such as precious gems, metals, artwork or jewelry) that may constitute proceeds of aforementioned crimes;

– All documents, records, and property (whether in the form of printed documents or stored in electronic or digital form) relating to any transfers or funds or items of greater value than $1,000, from Imperial Pacific International (CNMI), LLC, or any of its parents, subsidiaries or affiliates, to Ralph Torres, Vincent Torres, Victorino Torres, Joaquin Torres, Alfred Chi-Yam Yue or Ron Li Anderson, Legend Saipan (CNMI), LLC, Marianas Consultancy Services, LLC, Torres Brothers, LLC, VR Company, LLC, including but not limited to bank account information (foreign or domestic), account statements, wire transfer requests, financial statements, credit card account information, invoices, cancelled checks, credit reports, loan records, debt obligations, fee schedules, correspondence, applications, telephone records, certificates of incorporation dated on or after September 1, 2013;

– All billing documents (whether in the form of printed documents or stored in electronic or digital form) relating to services provided to Imperial Pacific International (CNMI), LLC, or to any of its parents, subsidiaries, or affiliates, or to any employee of said companies for related services, including fee or retainer agreements, hours billed, reimbursed expenses, and invoices by Ralph Torres, Vincent Torres, Victorino Torres, Joaquin Torres, Alfred Chi-Yam Yue or Ron Li Anderson, Legend Saipan (CNMI), LLC, Marianas Consultancy Services, LLC, Torres Brothers, LLC, VR Company, LLC, dated on or after September 1, 2013;

– All documents relating to withdrawals authorized by Ron Li Anderson from bank accounts over which he had signatory authority, or from internal sales, vaults, or funds such as petty cash funds, dated on or after September 1, 2013;

– All documents, records, and property related to Billion Ventures (CNMI) Limited or Legend Giant Investments Limited, Hong Kong dated on or after September 1, 2013;

– All correspondence relating to tax matters between Imperial Pacific International (CNMI), LLC, or any of its parents, subsidiaries, or affiliates, and the CNMI government dated on or after September 1, 2013;

– All documents, records, and property (whether in the form of printed documents or stored in electronic or digital form) related to real estate transactions in the CNMI, involving Imperial Pacific International (CNMI), LLC, or any of its parents, subsidiaries, or affiliates, including sale or long-term (six months or longer) lease agreements, escrow records, title searches, mortgage and loan documents, property- or title-related insurance records, financial records, as well as all records of all non-privileged notes and communications relating thereto, and all records relating to fee or commission agreements relating thereto, for such services that began on or after September 1, 2013;

– All documents, records, and property (whether in the form of printed documents or stored in electronic or digital form) that contain communications between and/or among Ralph Torres, Alfred Chi-Yam Yue or Ron Li Anderson, and any employee, owner, or executive of Imperial Pacific International (CNMI), LLC, or of any of its parents, subsidiaries, or affiliates, dated on or after September 1, 2013;

– All documents and records (whether in the form of printed documents or stored in electronic or digital form) relating to tickets, notes, receipts and other items relating to domestic and international travel, including flights, hotel stays, ground transportation, meals and entertainment, by Imperial Pacific International (CNMI), LLC, or its parents, subsidiaries, or associates, for or on behalf of Ralph Torres, Vincent Torres, Victorino Torres, Joaquin Torres, Diann Torres, Rowina Torres, Brenda Torres, Alfred Chi-Yam Yue, Ron Li Anderson, Legend Saipan (CNMI) LLC, Marianas Consultancy Services LLC, Torres Brothers, LLC, or VR Company LLC, dated on or after September 1, 2013;

– All documents and records (whether in the form of printed documents or stored in electronic or digital form) relating to the purchases or ownership of real estate, vehicles (including watercraft), artwork, luxury items such as name brand watches, jewelry, electronics or furniture by Imperial Pacific International (CNMI), LLC, or any of its parents, subsidiaries, or affiliates, for the benefit of Ralph Torres, Vincent Torres, Victorino Torres, Joaquin Torres, Diann Torres, Rowina Torres, Brenda Torres, dated on or after September 1, 2013;

– All documents and records (whether in the form of printed documents or stored in electronic or digital form) relating to donations and contributions to CNMI or United States political campaigns or to candidates for political office, including all correspondence, electronic or otherwise, related thereto, dated on or after September 1, 2013;

– Indicia of usage of property (whether in the form of printed documents or stored in electronic or digital media), including but not limited to mail, deeds, leases, rental agreements, photographs, utility and telephone bills, statements, identification documents, and keys for other property/ies related to the person(s) or entity listed herein, dated on or after September 1, 2013;

– Any records showing ownership, possession, or control of other locations or property in which items such as the items to be seized might be kept, dated on or after September 1, 2013;

– Any computer, computer system and related peripherals, including data processing devices, central processing units, software and internal and peripheral storage devices (such as fixed disks, external hard drives, floppy disk drives and diskettes, routers, computer compact disks, CD-ROMs, DVDs, and other memory storage devices); peripheral input/output devices; and any devices mechanisms or parts that can be used to restrict access to computer hardware (including but not limited to physical keys and locks) that may contain any of the items listed herein;

– Any and all electronic data pertaining to the items listed herein;

– Any and all evidence that would tend to show the identity of the person using any computer media located inside the location to be searched at any particular time;

– Any and all written or printed material that provides instructions or examples concerning the operation of a computer system, computer software and/or any related device, including those stored in the form of electronic or magnetic media which are capable of being interpreted by a computer, or related components;

– Any passwords, password files, test keys, encryption codes or other information necessary to access the computer equipment, storage devices or data;

– Any and all cellular telephones, including “smart phones,” laptop computers, or personal electronic devices (such as an iPad) that could contain items listed herein.

– Any stored recordings, digital or otherwise, from video surveillance devices found at the location listed in Attachment A dated on or after September 1, 2013;

– All scheduling calendars or appointment books, electronic or otherwise, dated on or after September 1, 2013;

– During execution of the search warrant for the location listed in Attachment A, law enforcement personnel are authorized to press the fingers (including thumbs) of individuals found at the location listed in Attachment A to the Touch ID sensor of the Apple brand devise(s), such as an iPhone or iPad, found at the location listed in Attachment A, for the purpose of attempting to unlock the device via Touch ID in order to search the contents as authorized by this warrant.
