An explanation, please
I that you would consider this letter worthy of publication because this is a matter of serious concern affecting over 4,000 retirees and voters of the CNMI.
I recently obtained a copy of Public Law 15-15, concerning the retirement program that was passed during the 15th Legislature. This law suspended the government obligation (employer contributions) to the retirement program for two years plus more. This action affected the financial condition of the retirement program, which nearly bankrupted it. Now, the retirees’ pensions are cut by 25 percent as a result and suffering is brought about because of it.
As I examined the law further, I also discovered that the bill was never referred to a committee in the House, no public hearing held, and no committee report issued. The retirees were kept in the dark. Why?
On further examination, I was surprised to see that the principal author of the bill was then Rep. Ray Yumul, now Sen. Ray Yumul. Can he explain to the 4,000 retirees why he is the principal author of this legislation, knowing it will have a devastating financial effect on the retirees? The retirees are hurting from the 25-percent cut in their pension. The retirees want an explanation for this reckless action.
I also look forward to obtaining the record on those who voted for the bill.
