Guerrero: No discrimination under his term
Department of Public Safety Commissioner Robert A. Guerrero has assured no discrimination in terms of promotions under his command.
Guerrero said that promotions are based on the department’s need and the people who deserve it.
“It’s almost a year now that we have done promotions. But we did across-the-board promotions. It wasn’t one or two,” he said.
If somebody at the department got promoted, it is because they applied for the position that they fairly earned, he said.
“But other than that, we haven’t. We did mass promotions across the board to everybody,” he said.
Guerrero discussed promotion practices when asked for comments pertaining to police captain Lawrence M. Camacho’s lawsuit, accusing DPS and the Civil Service Commission of discriminating against him by not selecting him to the post of police director despite being qualified for the position.
Guerrero said the issue raised by Camacho happened before his time so he does not know much about that case.
Guerrero said if there is indeed a deficient system that will come out from that case, it’s going to be lesson-learned for the department.
“I want to make sure that it doesn’t re-occur,” he said.
Guerrero said people are free to talk to any officers and ask their opinion on how the promotions have been implemented under his term.

Promotions should NOT be based on this sentence. PROMOTIONS should be based on the actual qualification and higher education and knowledge obtained that is required of the increase in promotion to next level. including time in grade, “physical fitness” and performance requirements. Most departments also require eligible candidates to pass a promotion exam or an oral board.

Physical and medical service records and consider factors such as weight, medical leave, sick days, work-related injuries and physical fitness test results to determine your overall fitness level for your next rank’s duty requirement.
If one meet the time in grade, performance and physical fitness requirements, you should still need to successfully pass a promotion examination and, an oral board interview.
The police chief posts should post the names of those eligible for the promotion exam on the office bulletin board. In many departments, oral boards are usually held after the written exam and involve a panel of officers that includes those with the rank you are seeking. Oral board interviews usually determine how your work experience, character, judgment, leadership capacity and personality fit the next rank’s requirements.
ALSO senior officer rank require college education in to include law enforcement related areas. Even the Phil. have requiredm from the Aquino Admin. for all incoming cops to have college in law enforcement area just to be accepted as a cadet.
That is usually the some of the ways toward promotion in the “real” world, but as we all know here in the CNMI, it all about family name and who you know along with political affiliation. How many still cannot read and write and are physically incapacitated due to excessive weight?
It is odd to see Guerrero were being given the opportunity to advance within the DPS ranks during this administration. You replace a Guerrero and you are a Guerrero and the governor’s mom is a Guerrero. What a coincidence?
I don’t know why you call yourself a captain, but you obviously have never served in Any type of paramilitary or military occupation by the content of your blog. Walk the walk before you talk the talk.
