The Associated Students of the Northern Marianas College is conducting a survey among recipients of the local Educational Assistance Program to gather comments about its new policies and procedures.

The group’s president Shirley Santos said copies have been sent out to students and the survey is scheduled to end Friday afternoon. A meeting between her group and NMC officials is set on Tuesday.

After receiving the letter from Special Adviser for Education Dan Nielsen containing EAP’s new policies and procedures, her group went ahead to ask the sentiments of the majority.

Based on its new policies, EAP check will directly be issued to the recipient. However, they are required to provide original receipts of actual expenditures.

Only full time college students, carrying at least 12 credits, are qualified to avail of this grant. The grant will no longer cover high school students who are taking college classes.

Recipients are also required to sign a document stating their willingness to repay the EAP award in full if they take less than 12 units as a result of dropping or not completing a full load class.

In addition, the local help kicks in only after similar federal grants like Pell are already applied to NMC costs.

Each applicant should be given a copy of the NMC 1998-1999 Catalog particularly on the Financial Aid section. It emphasized that financial aid serves as a supplement to family and personal resources and is not the main funding to cover education.

Students will be required to sign a form noting that they have read and understood the policy.

Based on NMC records, some 570 availed of the EAP this spring. From this group, only 216 students would qualify under the new rule of the full-time status.

“A lot of our students are part-timers. They have families of their own and NMC serves the definition of a community college,” according to the Dean of Student Services George Pangelinan.
