MVA defends tour agents
The Marianas Visitors Authority has expressed concern over a resolution passed by the House of Representatives accusing the Japan Saipan Travel Association of excluding locally-owned business establishments from their list of places to visit.
MVA Managing Director Perry Tenorio said it would be difficult to force JSTA or any other travel agency to patronize a certain business entity because such move goes against the principle of free enterprise.
While he understands the concerns of the Legislature, JSTA or any ground tour operator cannot force tourists to visit every store on the island, said Dave M. Sablan, MVA board chairman.
“What is important is that these locals must have something to offer to tourists. I do not see why tourists should visit a mom-and-pop store in the middle of Susupe if it has nothing unique to offer,” Sablan said.
He added that it was not the responsibility of the tour operators to increase the business of the locals on the island. “If you have something to offer, the way to get yourself known is step up and see the JSTA people so that they would know how to help you,” Sablan added.
A resolution adopted by the House of Representatives asked JSTA and other tour operators to patronize and support locally-owned businesses as well as cultural events that promote local traditions.
It claimed that JSTA and other tour operators on the island have alienated local business and that they only patronize establishments that grant commissions.
The Legislature said it was seeking the support of the Japanese tour operators to even the playing field and not to side step local business owners. The resolution also discourages favoritism of certain business groups in the travel industry, according to lawmakers.
Members of the Legislature expressed hope that the resolution would address the problem so that everybody in the community can be part of the development.
