DOF seeks court help to collect unpaid lottery license fee

The Department of Finance has asked the Superior Court to order Just for Fun Inc. to settle some $17,083.33 in unpaid lottery license fees to the department.

JFF operates a daily lottery number games very similar to jueteng, a number games played in the Philippines since January 1998. However, on March 20, 2000, JFF surrendered its lottery license without paying the pro-rata remainder of the first quarter license fee (January-March 2000).

In a civil suit, Assistant Attorney General Deborah L. Covington asked the court to order JFF to pay the cost of litigation as well as reasonable attorney’s fees.

The annual lottery operator’s license fee under the agreement entered into between DOF acting Secretary Dolores S. Guerrero and Just For Fun president Juan M. Cabrera on Jan. 8, 1998 is $150,000.

JFF will pay a commission of 10 percent of the gross sales on the two number game and 5 percent on the one number game every year to DOF in accordance with the General Lottery Act.

On March 28, 2000, DOF Secretary Lucy Nielsen demanded payment equivalent to the pro-rata remainder of the first quarter license fee.
