Soll asked to step in PSS-GBI settlement discussions
Attorney General Herbert D. Soll has been asked by the Senate to take the lead in the ongoing compromise settlement discussions between the Public School System and Guerrero Brothers Inc. on the long-delayed Tinian High School Phase I Project in a bid to fast-track the campus construction.
PSS Legal Counsel Tim Connor disclosed yesterday the attorney general has been requested to assist the Tinian Legislative Delegation and the conflicting parties in the settlement process in order to finally put an end to the long-standing PSS-GBI battle.
Tinian Sen. Joaquin G. Adriano, in a letter, asked for Mr. Soll’s audience in the next scheduled meeting which will solely tackle the Tinian High School campus issue come Dec. 13, 2000 at the Senate chamber.
In behalf of the Tinian Legislative Delegation, Mr. Adriano expressed confidence that Mr. Soll will assist the parties come up with a settlement.
The Tinian High School Phase I Project has been under the Office of Insular Affairs probe since its contractor, GBI, stopped its construction back in 1996.
The then Tanapag-based construction company reportedly abandoned the project four years ago after PSS terminated its contract due to its inability to meet deadlines.
GBI, according to reports, failed to beat deadlines due to lack of manpower and resources.
The construction firm, now out of business, barely finished phase one of the three-phase $9.5 million high school campus.
The school system has already expended roughly $4 million on the project as of last construction work.
OIA earlier disclosed it has set aside some $5.2 million in fresh funds should PSS accept the responsibilities and resume the project with another contractor.
Officials assured they will closely be looking into expediting the OIA-funded undertaking in order to speed up the completion of Tinian’s lone public high school.
