Governor wants federal grant requests reviewed

Gov. Juan N. Babauta urged all department heads to submit grant proposals and request to the administration for review and recommendations, prior to its submission to respective federal agencies.

In a memorandum issued to all department and activity heads, Babauta called on all agency officials to route all grant proposals and requests through Senior Policy Advisor Bob Schwalbach for review and recommendations.

“All announcements of grant awards should be prepared in draft and submitted to the Governor’s Office for review, revision, and distribution to the press. The purpose of this procedure is, also, to assure that the connection between grants received and specific goals of the administration are highlighted for the public,” said the governor.

He said the Executive Branch receives an estimated $27 million federal grants annually, adding that it is critical that these fiscal resources be used as effectively as possible to implement the goals set by the administration.

“To assure that these funds are targeted not only to the needs of each grantee agency, but also to the larger objectives of the administration, all grants proposals should be routed to the Office of the Governor. This should be done early in the process of drafting,” he added. (Edith G. Alejandro)
