CPA’s Torres assists FAA on new airport regs
HONOLULU, Hawaii—Fire Chief Stanley Torres of the Commonwealth Ports Authority was tapped by the Federal Aviation Administration in Honolulu to teach over 100 attendees of the new federal requirements for firefighters, equipment and airport facilities.
Those in attendance included FAA personnel, airport management staff, engineers, Pacific Island firefighters and some consultants of airports from Hawaii, American Samoa, Guam International Airport, CPA personnel, FSM, Palau and the Marshall Islands.
Torres discussed with participants the aircraft rescue and firefighting requirements of the new FAR Part 139 under section 319. The new rule requires all firefighters to be trained in aircraft familiarization, handling of cargo hazards, emergency communications, emergency response plans, rescue techniques and procedures, conducting drills, firefighting apparatus and equipment maintenance.
Torres also addressed the need for ongoing training in the areas of technology and firefighting techniques, using proper proximity suits at all times, continued medical training and constant maintenance of fire trucks and related equipment.
“Airports must make sure firefighters are always prepared and that equipment are functioning properly at all times. The aviation industry and FAA fully support our needs but also expect us to perform our best in emergencies. Regular training and drills help a great deal,” stressed Torres.
The new rule also requires airports to timely notify pilots and airlines if any fire truck is out of commission due to repairs or if the airport has shortage of firefighters on any shift.
“The airlines and pilots must be fully informed of existing conditions at our fire station in terms of our ability to respond to emergencies. The notice we give regarding our temporary reduction in equipment or personnel will help pilots in making a judgment on landing and taking off at our airport. Such notice is required by Part 139,” he said.
At this briefing, Torres also informed all attendees the availability of the new ARFF Regional Training Facility on Saipan for all Pacific Islands airport firefighters.
The facility is equipped with new classroom for ARFF courses and a newly completed aircraft mock-up up for live drills, a drill that is also required by Part 139. The new ARFF Regional Training Facility on Saipan will be ready for operation in September, at which time training will become available at a nominal fee to defray cost of instructors, supplies and supplies.
