Lawmakers want scholars to work for government
House members have unanimously passed a bill that mandates the issuance of the list of all scholarship recipients to government entities to ensure “gainful employment.”
The proposal, House Bill 14-368, also provides that the listing be given to private businesses, but it said that “to assist students, it is incumbent upon the government to communicate with students upon graduation in order to recruit and hire these students.”
Authored by Reps. Justo Quitugua and Oscar M. Babauta, the bill said that, to accomplish the policy of phasing out nonresident workers in favor of resident workers, “the government must take the lead in recruiting graduating college students for employment in the Commonwealth government.”
The bill requires the Scholarship Office and other concerned agencies to compile a recipient list sorted by name, mailing address, field of study, number of years in college, and expected graduation.
Copies of this list shall be provided annually to the Northern Marianas College, Public School System, Office of Personnel Management, and other agencies.
“In addition, copies of this list shall be provided upon request to interested private businesses,” the bill said.
Earlier, Quitugua’s panel, the House Education Committee, expressed disappointment over NMC’s failure to develop and implement a comprehensive local workforce education and training plan for 10 years as mandated by law, resulting in its continued hiring of nonresident staff.
