Man who lost job faces charges for domestic abuse

A man who has been unemployed for several days is facing criminal charges for allegedly assaulting a woman while he was drunk in another case of domestic abuse on Saipan.

Police have charged Zong Guo Quan with assault and battery and disturbing the peace.

For no apparent reason, Zong allegedly punched a woman several times as soon as he arrived home last Wednesday at his barracks. It appeared that Zong has been unemployed for at least 20 days.

Police said the victim, whose identity is being withheld, later managed to hide inside a nearby friend’s room. Lawmen responded to the scene and saw the victim’s swollen face and a cut on her right middle finger.

Superior Court Associate Judge David Wiseman initially set bail at $1,250. In a bail hearing late last week, Associate Judge Ramona Manglona retained the bail amount and ordered Zong to have no direct contact with the alleged victim.

Manglona ordered the confiscation of Zong’s travel documents and directed the defendant not to leave Saipan.

Manglona appointed the Public Defender’s Office to represent Zong in the criminal case.
