Gov. Benigno R. Fitial will make gradual changes to the government, rather than abruptly undoing the policies implemented by the previous administration.

According to press secretary Charles P. Reyes Jr., the new leadership will change policy by issuing directives on a case-by-case basis.

ÅgWe want to create a smooth and orderly transition. We don’t want to create chaos and disorder,Åh Reyes said. ÅgWe will implement a gradual policy shift. We will issue directives on a piecemeal basis, instead of comprehensively and totally disregarding the directives of the previous administration.Åh

Hence, he added, the previous administration’s directives will stand until superseded by a directive from the new administration.

In related news, Reyes said that Fitial and Lt. Gov. Timothy P. Villagomez were still reviewing the transition reports.

The reports are the result of the transition committee’s evaluation of the Executive Branch under the Babauta administration, as well as various autonomous agencies.

Each department or activity head will be provided a copy of the transition report concerning their organization for their guidance in policymaking, Reyes said.

Several of the transition committee sub-chairs have been appointed to serve as heads of the department or agency they reviewed.

These include acting Public Health Secretary Joseph Kevin Villagomez, acting Finance Secretary Eloy Inos, acting Labor Secretary Gil San Nicolas, acting Lands and Natural Resources Ray Mafnas, and Carolinian Affairs Office director Angie Mangarero.
