Fund to form panel for health program

The NMI Retirement Fund will form a committee to evaluate the proposals submitted by four companies for the government’s group health insurance program.

“We are going to form a committee to open the proposals,” said Fund administrator Karl T. Reyes in an interview.

After the review, another committee will be formed to evaluate the proposals and make recommendations to the Fund board.

This committee would include members from the Department of Public Health and possibly from the Department of Finance and the Executive Branch.

Reyes earlier said that four companies had submitted proposals to become the Fund’s third party administrator for its group health program.

This contract is currently awarded to Hawaii Pacific Medical Referral.

Reyes said that HPMR is one of the four companies that responded to the Fund’s Request for Proposal.

Other proposers are Select Care and Aetna.

Select Care earlier submitted a proposal to privatize the group health program but this was turned down by the government following findings that it would dramatically increase costs.

The Fund had wanted to privatize the program during the Babauta administration to allow for greater efficiency in its delivery of service. Since the privatization was rejected, the Fund decided to continue its partnership with a third party administrator.

The Fund is seeking a new three-year service contract with a third party administrator.
