Training for Immigration personnel
This letter is in regards to Federal training for the current Saipan CNMI Immigration personnel.
First off, there are many good people employed at CNMI Immigration, so this is letter is not meant to degrade those few who actually take their jobs seriously.
However, I would suggest that Mr. Grey procure ethics training and also customer interaction training for all personnel before he consider having anyone trained for possible future jobs with the Feds.
The Feds will not allow people to take off to do personal errands like pick up their kids from school, go to the bank and stop at the poker parlor and or not return to work, etc.
They will also have to show up to work on time.
It will become a Federal crime when they borrow (extort) money from a tourist, or others who happens to be coming in to visit relatives or to get married to a U.S. citizen in the CNMI.
I would also suggest many of his people take night-time courses at the college to improve their grammar, reading skills and simple math.
The ones without a high school education will have to have at least a GED to qualify for a Fed job, with clean drug tests and pass a psychological evaluation.
To avoid wasting money I would suggest all of his personnel that might be interested in working for the Fed are required to pass the entrance test for Homeland Security, for the airport screening inspector post before wasting money for any other training.
The people that can pass this then would be allowed to go on to training for the Immigration jobs and be put into applicant’s pool to be considered by the Feds.
(Someone with a decision making authority on Saipan would also have to be able to be available and be contacted by the off island department heads regularly.)
The good thing about the Feds is that at least this department will be away from the Attorney General and the Governor’s Office.
