Driver’s license renewal for those on active duty

CNMI residents who are on active military duty outside the Commonwealth may now renew their driver’s license without having to personally appear before the Bureau of Motor Vehicles.

This came about after Gov. Benigno R. Fitial issued a directive to BMV director Juana C. Deleon Guerrero on Friday, saying this is being done “as a small token of appreciation and esteem which the Commonwealth holds these military members.”

Local law provides that all persons must be renewed in the third year following the issuance of a driver’s license. However, 9 CMC 2202 (a) provides an exemption for “every person in the service of the armed forces of the United States ” from license requirements.

Under the policy directive, active duty personnel stationed outside the Commonwealth shall be exempt from the requirement that they be physically present to renew their driver’s license.

It says the renewal of driver’s licenses by mail is a reasonable means to provide such service members with continued, valid CNMI driver’s license. Renewal fees may be received by the bureau.

The Department of Public Safety shall adopt procedures necessary and appropriate, including the renewal of expired CNMI driver’s license held or in the possession of active duty military personnel stationed outside the Commonwealth within one year of the effective date of the directive.

A report on the directive’s implementation shall be provided to the Governor, the Speaker of the House and President of the Senate 180 days from the effective date of the directive. [B][I](Saipan Tribune)[/I][/B]
