House Speaker Arnold I. Palacios called on the administration to act fast in filling the now empty board seats at the Commonwealth Ports Authority.

All of the seven CPA board members have resigned. Six of them stepped down at the governor’s request, while another quit to accept another appointment to the NMI Retirement Fund’s board of trustees.

“We still think the governor should have asked for the resignations in the beginning, before he even considered taking over CPA. But that discussion is moot now. We just hope he will expeditiously act in nominating new people, so CPA can get its autonomy back,” said Palacios.

The Senate must approve any nominations to the CPA board of directors.

On May 12, 2008, the governor issued an executive order placing the financially trouble ports authority under his direct control for 120 days. He also signed a separate order declaring CPA under a state of emergency.

The Legislature has overturned the reorganization order, but emergency declaration will keep CPA under the Governor’s Office at least until June 11, 2008.

Fitial has said CPA will revert back to board control as soon as its financial situation has been stabilized. “I…[state] without reservation that it is my intention to take all measures to terminate the emergency declaration as soon as possible and preferably within 30 days,” he said.
