House recalls action on ‘wrong’ bill draft

The House of Representatives has recalled their action on a bill after it was found they were working with the wrong draft.

The House Ways and Means Committee recommended passing Senate Bill 16-9, but it was later found that they were not working with the latest version of the bill, S.B. 16-9 CS1.

“We acted on the wrong piece of legislation,” said Rep. Ray Yumul, chairman of the House Ways and Means Committee. “What the Senate acted on was CS1. The committee reported on the original version.”

The bill would allow for a 3 percent simple interest rate for outstanding obligations to the Commonwealth.

Yumul said that in the future when the Senate or House transmit legislation to their respective counterpart, the original language will not be worked with. The legislative assistants and attorneys will work with the committee on the language that was adopted.

The representative said he would take responsibility for the mistake.

House Speaker Arnold Palacios added that it was an isolated problem.
