2 guards allegedly caught fishing at Managaha

Two on-duty security guards assigned to Managaha Island were arrested for allegedly fishing at the Managaha dock Monday afternoon.

Robert Santos, 46, and Sarapio M. Dellipou, 56, both of Global Triple K Security Agency, were detained for harvesting or catching fish within the designated Managaha Marine Conservation Area.

Conservation officers reportedly seized from the defendants a plastic bag containing five pieces of needle nose fish and fishing lines wrapped around two pieces of wood and a bottle.

Santos and Dellipou were taken to the CNMI Superior Court yesterday morning for a bail hearing.

Associate Judge Perry B. Inos released the defendants on $500 unsecured bond each. Inos set the arraignment for March 16. He ordered the two to stay away from all conservation areas in the CNMI, including Managaha.

Conservation officer Jesus A. Omar stated in his report that he, conservation technician Peter Teigita, and wildlife technician Paul Lisua were conducting routine patrol at Managaha when they came upon the two.

Omar said that, as they were heading toward the Managaha dock, they observed two men, later identified as Santos and Dellipou, standing beside the Department of Public Lands payment booth at the dock.

Santos and Dellipou were allegedly holding the end of fishing lines.

Omar said that during his interview, Santos admitted that he was fishing and that he caught one fish but it got away.

Santos said it was his partner, Dellipou, who caught the five pieces of fish. He admitted being aware that he is not supposed to fish at Managaha and that they were fishing for 30 minutes only when the officers arrived.

Omar said Dellipou also admitted fishing for 30 minutes and was the one who caught the five pieces of needle nose fish.

Dellipou said he was going to cook two for dinner and take the other three home. He admitted his supervisor had informed him not to fish at Managaha.
