Scholarship for Trades Institute students passes House

The Saipan and Northern Islands Legislative Delegation yesterday passed a bill allowing students of the Northern Marianas Trades Institute to apply for Higher Education Financial Assistance scholarship.

“I am very proud and happy that the Legislature sees our importance. It’s a major step forward to develop indigenous manpower. Now the community recognizes the need for a trade institute,” NMTI founder Anthony Pellegrino said in an interview.

Pellegrino and NMTI students attended the session of the Saipan and Northern Islands Legislative Delegation at the House Chamber yesterday morning.

All of the 16 Saipan legislative delegation members who were present at the session voted “yes” on the motion to adopt House Local Bill 16-22, which now goes to Gov. Benigno R. Fitial for action.

H.L.B. 16-22, introduced by Reps. Justo Quitugua, Raymond D. Palacios and David M. Apatang, authorizes SHEFA scholarship for students who have not obtained a high school diploma or its equivalent, yet are simultaneously enrolled in a high school or a high school equivalency program and who are enrolled in a trade institution such as the Northern Marianas Trade Institute.

“I’m glad we passed the bill,” said Speaker Arnold I. Palacios.

Sen. Pete P. Reyes noted the success of the Northern Marianas Trades Institute in Lower Base, saying students have been successfully placed on the job market.

“I’m glad we’re able to assist in allowing students to apply for financial assistance,” he said.

SHEFA and CNMI Scholarship are available for those who obtained a high school diploma or high school equivalent diploma, but not for those who have yet to complete their high school education.
