CNMI Range Master Ambrosio T. Ogumoro and senior firearm instructor David M. Hosono recently completed the Firearm Instructor Update Recertification at the Smith and Wesson Academy in Massachusetts.

Ogumoro said he would continue to enforce and regulate civilian firearms in the Commonwealth, pointing out that since he became the CNMI Range Master, there has been a substantial reduction in the number of unregistered firearms owned by civilian gun owners. From about 800, there are now less than 200 unregistered firearms in the CNMI.

Ogumoro said his priority now is to conduct Phase II training for all police officers in the CNMI, scheduled to start in June 2009. The Phase II training will consist of classroom marksmanship, safety instructions, proficiency and tactical training.

With the support of DPS Commissioner Santiago F. Tudela, Ogumoro said he is also collaborating with the Federal Bureau of Investigation’s firearm instructor in the final selection of a Police SWAT Team in the CNMI.

Ogumoro expressed surprised, though, to learn that the Department of Homeland Security is scheduled to bring in four firearm instructors from the U.S. mainland to train 30 police officers on Saipan for a week of SWAT training, at a total expense of $87,000.

“Instead of spending $87,000 for the four instructors from the U.S. mainland, that money would be best spent on our police officers from Tinian and Rota to come to Saipan and join the combined SWAT training that will be assisted by the FBI firearms instructor,” he said.
