I was just reading your article from a veteran named Segundo Castro, and the supposed comments from Lathe K. Bragg, VA counselor with VRE. I was in the room that day in Stockton, I forget the name of the organization but it was on the waterfront there. I operated a VA program in Lodi as an employee of The Salvation Army. I witnessed this conversation first-hand. Mr. Bragg never told this man anything about putting his file at the bottom of the file due to contacting a congressman. His comments revolved around being reimbursed by VA for monies spent on training. If your receipts and claim was not in order, it may be placed at the bottom, and claims in order will obviously be processed first. I seem to recall the individual in question stating he wanted to become an ambassador or something to some consulate in the Middle East. Mr. Bragg had a conversation with this gentleman, but he never told anyone that their case would not be granted favorably. That completely goes against the whole purpose of his visit that day.
