Kagman commercial development awaits approval from the governor
A commercial center and a community park will soon rise on tranquil and unspoiled community in Kagman.
This, after the Kagman Komunidat Association, a private non-profit corporation representing the interests of the residents of Kagman, unanimously supported passage of House Local Bills 12-15 and 12-24.
The bills now await the approval of Gov. Pedro P. Tenorio.
The twin measures, authored by Rep. Tom Pangelinan, called for the development of a community park and a commercial center in a 27-hectare plot of public land that was originally reserved by the Department of Land and Natural Resources for agricultural use.
The Kagman homestead is steadily growing and is expected to top the 20,000 plateau by the end of 2010. The commercial center and community park is seen as the answer to Kagman residents’ requests that government provide them recreational facilities.
Mr. Pangelinan explained, “Reserving land at the center of Kagman for a commercial center will further the development of Kagman and conveniently provide banks, a gas stations, ATMs, large grocery store, drug store, restaurants, bakery and other business enterprises to be located in a shopping mall with ample parking.”
Rather than use the idle land for agriculture, lawmakers on the island saw that a greater number of people would benefit if a commercial center and community park are established instead of opening plots of land to just a handful of farmers.
House Bills 12-25 and 12-24 sailed through the Saipan Legislative Delegation in early March 2001. The KKA is presently circulating petitions to convince the governor to sign the two bills into law.
Once signed by the governor, a request for funding to design and construct the shopping complex and community will then be forwarded to the Commonwealth Development Authority.
