Civil service coverage of Rota employees pushed
Rota Covenant Party Rep. Crispin Ogo wants to extend civil service protection to Rota municipal employees to spare their employment from any political maneuvering.
House leadership spokesman Charles Reyes Jr. said that Ogo may include such a measure as a rider in the proposed 2005 Appropriations Act.
The House and the Senate conference committee is expected to meet next week to deliberate on the appropriation bill.
Right now, the hiring and firing of government employees on Rota as well as Tinian are under the discretion of the mayor.
Over a year ago, Rota Republican Mayor Benjamin Manglona was criticized for alleged politicking when he terminated three agency heads: Thomas Manglona of the Labor Department, John Quitugua of the Cultural and Community Affairs, and Larry Hocog of the Rota Health Center. The mayor accused the three of non-performance.
DOL is now headed by the mayor’s party mate, former Rep. Daniel Quitugua; RHC is now administered by the mayor’s daughter-in-law, Sandy Manglona; and the Cultural Affairs Office is now headed by Jose Rosario.
Rota’s Mariano Sablan had also complained of being terminated without cause as deputy director of Land Registration and Survey.
He said, though, that he had been ordered reinstated by the Civil Service Commission.
