Construction of the Tinian library building is now finished, but the facility will not be occupied pending the completion of parking lots, landscape, air-conditioning system, and perimeter fence.

With a total cost of $371,000, the Tinian library was built using funds under U.S. Department of Housing and Urban Development’s Community Development Block Grant program.

The federal funds are administered locally by the Northern Marianas Housing Corp.

US Fanthers Construction, the contractor, began construction on Nov. 6, 2003.

The project was supposed to be finished on July 2, 2004, but the series of typhoons that hit the islands and problems with the shipment of materials caused the delay, according to NMHC program and housing manager Norman Pangelinan.

Completed on March 14, 2005, the library is located across the road from the Tinian Elementary School and next to the Catholic Church in the center of San Jose village.

According to John Mixson, the Tinian representative for US Fanthers, the library was constructed with future expansion in mind to accommodate two additional upper floors.

There is a large decorative wooden counter located in the lobby as you enter through the large double glass doors, he said.

The library is set up with two wheelchair ramps, one in the front and the other in the rear, and will also host a telephone for the hearing impaired.

The building is wired for a total of 30 computers with two servers connected to the Internet. A wireless computer system is also planned for installation for people with compatible laptop computers who’d like to work at a table inside or sit outside in the fresh air.

Mixson said the parking lots, landscape, air-conditioning units and perimeter fence with hedge will be out for bid within the next couple of weeks to complete the site.

These facilities, which were not part of Tinian’s original funding request from the federal government, will be built using reallocated money from an amphitheater project that had been put on hold, Mixson said.
