Chinese fugitive remains on the loose
Federal authorities have yet to find the Chinese fugitive who escaped from custody while recuperating from surgery at the Commonwealth Health Center earlier this month.
Photos of Liu Chen, also known as “Papa San” or “Liwu Chen,” have been posted by the U.S. Marshal’s Office on conspicuous places on Saipan.
The 40-year-old Liu escaped from the custody of Saipan’s Corrections officers last April 9. The Marshal’s Office described Liu as 5’5” tall and about 150 lbs. Liu has a dragon tattoo on his right forearm.
The Federal Bureau of Investigation and the Marshal’s Office have been conducting a manhunt against Liu, who faces three separate federal charges. Liu’s charges include distribution of methamphetamine hydrochloride or “ice,” extortion, and escape.
Deputy U.S. Marshal Wolfgang Calvert said Liu is considered armed and dangerous. He said Liu is known to carry knives.
Calvert urged those who might see Liu in public places to contact the Department of Public Safety at 911 or the CNMI Crime Stoppers at 234-7272.
He said those who might have information about Liu’s whereabouts should contact the FBI at 322-6934 or the Marshal at 236-2950.
