The Legislature’s personnel spending

The CNMI Legislature is currently budgeted at $9.083 million divided among the House of Representatives at $3.9 million, the Senate at $2.2 million, Legislative Bureau at $2 million, and NMI Youth Congress at $94,905.

The annual legislative budget also covers $900,000 for legislative retirement benefits contribution.

Statistics showed that the Legislature has 347 approved full-time equivalency or FTEs. The House of Representatives has 200, the Senate has 110, Legislative Bureau has 35, and the Youth Congress has two.

The House consists of 18 lawmakers while the Senate has nine. Each of them receives a constitutionally mandated annual salary of $39,300 and $155,000 operations budget.

The presiding officers, House Speaker and the Senate President, as well as other ranking officers—vice speaker, vice president, and floor leaders—receive additional operations funding.

Committee heads also receive funds on top of their regular salary and operations budget.

Further, lawmakers from Rota and Tinian get $4,000 to $5,000 a month as “subsistence” allowance for travel-related expenses.

Rota and Tinian have three senators and one House member each.

Authorities said that there are lawmakers who have opted not to claim their salary; they donate it to their favorite projects such as scholarship grants. They, however, still get retirement credits.

As for the operations budget, lawmakers do not get the $155,000 lump sum. The Department of Finance releases the funds upon the authorization of the lawmakers.

The lawmakers do not pay rent as all of them hold office at the Legislature building on Capitol Hill. Utility payments are centrally handled and paid for by the Department of Finance.
