Building, house numbering project stalled

Getting your mail conveniently delivered to your home is not about to happen yet since the house and building numbering project is not close to being implemented yet.

Department of Public Works project engineer Freddy Cataluna said last week that the implementation of the project is still pending.

He pointed out, though, that the street sign project is up to its final inspection last week and will probably finish in the next few weeks.

Acting manager for DPW’s highway branch Rosel Torres said his office is just waiting for the Saipan Mayor’s Office’s go-signal on the building and house numbering project. He said Henry K. Pangelinan and Associates has already finished the design in 2002 for the numbering project.

Torres said he believes the delay may be caused by budget deficiencies.

One of the advantages of house and building numbering is that community members would be able to receive mail right at their homes. They would not need to go to the post office to get their mails or rent a P.O. box just to secure receipt of their mails.

Mike Malone, a special adviser at the Office of the Mayor, said he has not received any feedback from DPW about the project. He said he would have to verify Torres’ statement with regards to the funding problem. Malone said he only knew that DPW has not completed the inspection of the street signs yet.

Cataluna said they are almost finished with the inspection. The last inspection they are going through is with the street signs in Kagman. The street signs mounted there, he said, were part of a change order.

Malone said that some 2,300 signs are already installed. Last week contractor Maeda Pacific Corp. and DPW conducted the inspection, which would continue this week.

Maeda Pacific, said Cataluna, would still have to justify the delay of the street signs project in Kagman. He said Maeda has to submit the report to avoid being fined by DPW for any unsubstantiated delays.
