The Rota Municipal Council wants to hire additional employees even as the rest of government continues to cut work hours to reduce costs.

Pending in the House of Representatives is a resolution in support of RMC Chairman Joey Anthony Quitugua’s request to hire four community workers and a clerk typist for the council.

Authored by Rota Rep. Crispin M. Ogo, House Joint Resolution 15-12 proposes to approve the five additional employees for the council “to assist the office in efficiently meeting its needs.”

The House yesterday referred the resolution to the House Ways and Means Committee, which is chaired by Ogo.

In an Oct. 26, 2006 letter to House Speaker Oscar M. Babauta, Quitugua said that the positions are critical to the delivery of services on Rota.

“I understand the need to minimize unneeded [full time employees] to revitalize our economy. However, our office is still in desperate need of additional FTEs to adequately deliver quality public services to the people of the [CNMI],” he said.

According to Quitugua, the four community workers are needed to provide community services, specifically the council’s beautification projects. The clerk typist is needed to assist the council’s administrative staff.

The proposed annual salary for the FTEs is $12,000 to $13,000 each.

From January to March 2006 alone, at least 158 vacant positions were already certified for Rota. These positions included 93 community workers, eight resident directors, and 15 for the Department of Public Safety.
