House bill sets standards for hiring LB director
A bill has been introduced to set minimum qualifications for hiring a director for the Legislative Bureau.
Rep. Justo S. Quitugua sponsored the bill, which would implement some of the changes recommended by the Office of the Public Auditor after its evaluation of the bureau’s operations.
The proposed legislation reaffirms that the bureau should be free from any political harassment or pressure. It also allows the joint leadership of the Legislature to pick the director.
But there would be minimum qualifications. The director must have a bachelor’s degree from a U.S. accredited college or university. He must have the skills, among other things, to supervise operations, perform office functions, and prepare formal correspondence.
The director would serve for the same term as the legislature that appointed him or her. He or she can be removed by three fourths of the members of each house.
The bill also outlines the services to be provided by the Legislative Bureau. These services include assisting the Legislature during sessions and meetings, providing professional personnel such as legal counsels, keeping legislative records, maintaining the facilities, providing the members with basic office furniture.
