Reflection on price of crude

OK, on Tuesday, crude dropped by $4.17 per barrel, why did the prices on the pumps not drop also?

Could it be that the oil companies are going to use up the old stock from last month before dropping the prices (but not for raising the price)? Could it be that this price is for July delivery as all prices are based on “futures”? What happens when the price raises again, forget the low prices in between, huh!

What about CUC fuel surcharges? Why is there not an adjustment to reflect the charges in the up and down cost of fuel reflected in the monthly bill?

Could it be nobody at CUC can figure the actual charges (or able to do any math)?
