Reprogramming of lapsed funds from street naming project OK’d

The Saipan and Northern Islands Legislative Delegation approved yesterday a bill that proposes to reallocate $165,844 in lapsed funds from the street naming project to other programs and projects.

“I feel very good [about the bill’s passage],” said Floor Leader Joseph N. Camacho, who said that important projects would be taken cared of under this appropriation bill.

House Local Bill 16-16 was introduced by Rep. Justo S. Quitugua. The vote was 10-6 in favor of the bill’s passage.

The bill provides the following:

-$15,000 to the Northern Islands Field Trip under the expenditure authority of the Northern Islands Mayor;

-$5,600 for payment of the Chamorro/Carolinian Language Policy Commission TV Talk Show at Marianas Cable Vision covering February 2008 through May 2008;

-$20,000 for the construction of covered walkways at Oleai Elementary School;

-$19,000 matching funds for construction of the San Vicente Head Start classroom;

-$21,244 for the Northern Islands Museum;

-$20,000 for the procurement of 10 Tanita Scales for the Public School System;

-$15,000 to upgrade the water line system in Tanapag;

-$25,000 for public purpose facility improvements, including paving of parking area at Pakpak Beach Park

-$5,000 to renovate the Manhoben Center in Chalan Kanoa;

-$15,000 for the Tetset Konferensian Chamorro; and

-$5,000 for the Aghurub celebration.

Camacho told Saipan Tribune that among the much needed projects are classroom for San Vicente Head Start and the Tanita Scales for PSS.

“There’s also some with regards to waterworks projects that are being conducted…to assist the flow of the water in Tanapag. And also to renovate some public buildings, among other things,” Camacho said.

He said the lapsed funds pertain to money that is not being used and is dormant.

“Instead of letting those account linger we take them and reprogram them and make use of those,” Camacho explained.

He said at issue is the lapsed funds from the road naming project. “Those money were not used. It’s been sitting there for almost six years now,” Camacho said.
