Man is arrested for alleged ‘ice’ trafficking

Detectives and members of the Local Drug Enforcement Task Force arrested Monday afternoon a man who was allegedly involved in trafficking methamphetamine or “ice” on Saipan.

Zhen Hua Guo, 39, alias Brother, allegedly tried to elude the arresting team by driving a moped in Chalan Piao.

Guo, a Chinese, was arrested for trafficking of a controlled substance and illegal possession of a controlled substance.

Guo was taken to the Superior Court yesterday for a bail hearing. Associate Judge David Wiseman imposed a $30,000 cash bail for the defendant’s temporary liberty.

Preliminary hearing was set for Nov. 19.

Detective Norman S. Rasiang stated in his report that on Oct. 31, 2008, detectives and members of the Local Drug Enforcement Task Force managed to buy $150 worth of “ice” from Guo using a “confidential source” near a gasoline station in Chalan Piao.

Last Monday afternoon, authorities again used the “confidential source” for a controlled buy-bust operation against Guo in Chalan Piao.

After the defendant allegedly handed over $200 worth of “ice” to the “confidential source” at the parking lot of Sherwood, he drove south using a moped.

The surveillance team blocked Guo, but the defendant crossed the road and headed south on the shoulder of the southbound lane.

The arresting team allegedly saw Guo throwing out money from his pocket onto the shoulder of the southbound lane. A detective managed to recover $200 in marked money on the grassy area adjacent to the shoulder of the southbound lane.

The arresting team managed to block the moped and arrest Guo.

Last Friday, detectives and members of the Local Drug Enforcement Task Force also arrested a Chinese couple on illegal drug charges.

Zhauo Fan Zhang was detained for trafficking “ice” while his wife, Ying Lian Yao, was apprehended for possession of “ice.”
