Sutton named special AG to lease back talks with US
The Attorney General’s Office has appointed Loren A. Sutton, lawyer of Tinian and Aguiguan Mayor, as Special Attorney General to represent the Commonwealth in the negotiation with the U.S. Navy for the release of more than 2,500 acres of leased land back to the CNMI.
Sutton, who has been involved in the 1994 Leaseback and Disposal Agreement with the U.S. will be negotiating with the staff of Rear Adm. Jonathan Greenert in Guam. Greenert has earlier expressed his support to the CNMI’s plan.
Acting Attorney General Maya B. Kara has asked Sutton to discuss with Lt. Gov. Jesus Sablan the final draft of the agreement before arrangements are made for the signing ceremony in Tinian.
The land to be returned by the U.S. to the CNMI government will be used for the expansion of West Tinian Airport, mitigation area to be set aside for the Commonwealth youth camping and other nature-related youth activities as well as construction of the road and right-of-ways located on the military lease, including those within the exclusive Military Use Area.
Based on the CPA plan, some 600 acres will be needed for the construction of airport runway while some 900 acres will be set aside for mitigation and conservation area.
