Separate MVA satellite offices

The Issue: The proposed two new deputies for MVA’s Tinian and Rota satellite offices.

Our View: The proposal has merit, but is it the appropriate time to do it given the drop in revenue?

The proposal to earmark some $500,000 each for satellite MVA offices on Tinian and Rota has merit. At best, it is really a case of decentralization of functions of an umbrella agency.

Unfortunately, decentralizing MVA’s functions in the midst of a serious financial crisis (major decline in revenue generation) may meet stiff opposition in the lower chamber. In fact, it could very well be one of the most contentious issue in the current joint conference to settle differences on the FY 2001 budget.

We’re not saying that the two municipalities shouldn’t have a say so on the promotion of the two islands abroad. In fact, there are staff people for MVA on both islands today. But we also feel that this isn’t the appropriate time to venture expansion of a bureaucracy for the sake of padding a superficial belief of equal distribution of declining resources.

We’re equally certain that MVA has been and continues to be inclusive of all islands in its promotional programs abroad. But there are occasions where the initiative on, i.e., direct airline services from nearby countries originated at the municipal level. We can understand the sentiments of local leadership in this matter that is best resolved by bringing the issue directly to MVA’s board of directors.

Down the stretch, we need to buckle down to dealing with the disposition of issues affecting governance at the municipal level. Local leadership is closest to their people and know best what needs immediate attention at the local level or those that require joint efforts with the central government. As we move forward, leadership at the central level must be prepared to answer the concerns of local leaders closest to governance. Si Yuus Maase`!
