Need for environmental study cited for homestead program
The Department of Lands and Natural Resources underscored the need to conduct an environmental assessment to release a contract that will fully implement the Homestead Expansion program.
In a report submitted to DLNR Secretary Joaquin Tenorio, the Division of Public Lands disclosed the assessment, along with the subdivision design for the proposed homestead site, is necessary to immediately enforce plans of expansion.
Based on the Annual Progress Report submitted by each division, DPL stressed the importance of the environmental assessment to the release of a contract for the program.
Apart from the Koblerville Homestead Expansion, DPL also disclosed that a mitigation fence for the Kagman III Phase IV was already constructed while the environmental impact assessment and subdivision design for the Tanapag Heights Homestead has been completed.
A major sitting permit for the project should be obtained within the next five months and should be ready for lottery by the end of this year, the report stated.
On the other hand, the Division of Land Registration and Survey reported that at least 28 pre-war properties were already surveyed and issued certificates of title.
The division is currently conducting microfilming cadastral maps and all land records in efforts to systematize records based on geographic locations and the complete registration of all lands in the Commonwealth.
The report further stressed that surveying of lands to which the Trust Territory government issued title determination without actual survey are being given top priority.
Through this, the division hopes to fully implement its Geographic Information System and Land Information System program.
The two divisions are responsible for the management, use and disposition of submerged lands off the coast, and surface public lands in the Commonwealth. This include surveying of pre-war properties and public lands, record certificates and titles previously registered with the Commonwealth Recorder.
The DLRS also aim to review and approve private survey maps, and to make land and survey plats in the Commonwealth in connection with title determination. (EGA)
