Limited educational leave by government workers backed
House Rep. Timothy Villagomez has introduced a bill that would limit the educational leave of government employees to only five hours per week.
House Bill 14-184 proposes to add a new provision to the law to limit the grant of educational leave to full-time government employees in non-senior management positions.
If the bill becomes a law, it will apply to employees of the three branches of the government—including the Legislature.
Previous criminal court cases involving the hiring of ghost employees by certain lawmakers showed that the legislators put up the defense that the employees, who continued receiving government payroll, were simply on educational leave.
The measure will also apply to the workforce of public corporations if it becomes law.
Under the bill, the limited leave could only be granted to full-time government employees who are not in any senior management position while working within the Commonwealth.
Villagomez explained that senior management positions include the principal and deputy principal executive of any government agency, covering division directors and section managers and supervisors within a government department.
