CPA to finally decide on drydock project

The Commonwealth Ports Authority board of directors may finally decide on Guam Shipyard’s proposal to construct and operate a drydock facility on Saipan, with the company resolving its issues with a Guam government agency.

CPA executive director Carlos Salas said Guam Industrial Services Inc., which operates Guam Shipyard, had addressed the concerns raised by the Guam Economic Development Authority.

“The proposal will be decided during the board meeting on Friday. We will also explain why this matter has taken so long during the meeting,” said Salas.

The plan to build a small vessel repair and manufacturing facility at the Port of Saipan received approval from the CPA board a year ago. The CPA management then put out a request for proposals from interested companies.

Only Guam Industrial had responded to the RFP when the deadline for submission ended on Oct. 29, 2004.

The sole proposal has been placed on the CPA board agenda several times, but action on the matter was repeatedly deferred for various reasons, including GEDA’s concerns.

Guam Industrial’s proposal included the construction of a small ship repair and manufacturing facility at the North Seaplane Ramp area at the Port of Saipan. Specifically, the company plans to design, build, and operate a floating drydock capable of providing repair and maintenance for vessels up to 250 feet long.

“We at Guam Industrial Services is enthusiastic about developing a small shipyard and manufacturing facility at the Port of Saipan by investing the capital, marine assets, and ship repair and manufacturing know how,” the company had said. “We believe we are the best capable and qualified company to undertake this project.”

Guam Shipyard has been providing repair, maintenance, overhaul and drydocking services mainly to military vessels since 1997.
