Senate, House compromise on employment extension

A conference committee has been formed to iron out the differences involving the passage of a bill that aims to extend the hiring of nonresident workers in certain government agencies.

This came after the House of Representatives rejected the Senate’s action on House Bill 14-344, which originally wanted to extend for 10 years the hiring of guest workers at the Department of Public Health. The Senate lowered the number to only two years.

At the same time, the Senate included a one-year extension each for nonresident workers at the Commonwealth Utilities Corp. and the Department of Public Works.

Conference committee members reportedly pushed to approve yesterday a five-year extension for DPH.

The joint panel’s recommendation is expected to be acted on by the House members during a session today.

The conference committee consists of senators Luis P. Crisostimo, Paul Manglona, and Thomas Villagomez. The House panel was led by Rep. Crispin Ogo.

Earlier, the DPH earlier said that this year’s expiration of hiring of nonresident workers “unrealistic.” It also said that the one-year restriction on the employment contract is “unreasonable.”
